Glad for Pets Heavy Duty Ultra-Absorbent Activated Charcoal Puppy Pads with Leak-Proof edges are designed for puppies and dogs to urinate on during training. The pads are produced in China, but the tissue and activated carbon layers are made outside of China. According to the manufacturer, the pads won't leak if they are not overused.
